I have the honour to transmit the enclosed copy
of a letter from Mr. A. B. Suffiad, First Clerk of Court and Clerk
to the Chief Justice, in which he craves the good offices of the Government in recovering a debt of 3600 due to him by Sir F.Piggott
for work done in connection with the abortive revision of the
Ordinances of Hongkong by Sir F. Piggott.

The settlement of Sir F. Piggott's claims in
A respect of his remuneration for that revision was reported in Mr.

Severn's Confidential Despatch of the 27th, of June, 1912.

I enclose an extract from a letter, dated the
10th. of April, 1912, in which Sir F. Piggott sugested that the
Government should pay Mr. Suffiad for his services. At a meeting
held on the 26th. of April, 1912, the Executive Council advised
that no liability attached to Government in respect of such
services and Sir F. Piggott was informed accordingly.

I shall be glad if you can see your way to
deduct the sun due to Mr. Suffiad from Sir F. Piggott's pension.
Otherwise I shall advise Mr. Suffiad to sue Sir F. Piggott for the
debt.
